Web Capture has 2 in 1 functionality. It may grab website screenshots or capture images located anywhere on the web. Capturing engine works as following: If URL address you supply ends with known image extension (like .jpg, .png ... etc.), then URL is treated as an address for the remote image and engine would try to download it and port it to OIR. Otherwise, if address does not end with image file extension, then engine would try to take website screenshot.
Note: If address points to downloadable media (browser prompts for saving to hard drive), then capture would fail, even if media file is an image. Browse/Image Width/Height and Delay controls are only relevant for taking web screenshots.
OIR (online image resizer) is one of the most comprehensive free image resizer tools online.
